Bone-crushing unit?

Kerala Devaswom-Cooperation Minister G Sudhakaran’s power consumption charge for October 2008 was only Rs 465. But this grew to Rs 8,218 in December. Did the minister install any ‘bone-crushing unit’ in his residence by the time?
